EVDO Card Light Blinking...!!!

Hi,

I am new to EVDO from Surat, Gujarat. Adajan Exch is jst 200 meter from my home. When I surf using EVDO light on card blinks on-off on-off. Is it natural while surfing? I am asing you because when I surf Download rate and upload rate goes to 0 bps frequently. It show EVDO and 3-4 band in dialer window.

Please clear my doubt and if its issue let me know how to fix it.

It show download speed different in download window and different in dialer window. Strange...!!! And surfing is not smooth as it breaks request. On dialer download rate and upload rate goes to 0 why so ?
