Inconsistent EVDO speeds on Windows VISTA

Hello folks,

Hope i'll find a solution to my problem from this thread.

I have a DELL Inspiron 1520 and recently subscribed to BSNL's EVDO service to allow me to connect to the internet on the move.
The ZTE usb module faithfully hooks up to net but i get very inconsistent speeds even though the signal level is fairly good.

I have downloaded the Windows VISTA patch KB940646, which supposedly stabilizes the data bursts and improves the performance by negotiating the TCP connection on 3G networks better.
Now, when I attempted to install it, I got "The update does not apply to your system" message and the installation aborted.

This is very silly because my machine runs on VISTA Home Premium, powered by a 32 bit processor and I am pretty sure that I downloaded the correct patch.

Has anyone in the past faced a similar problem on their VISTA machine?

I have even tried running windows update and managed to download updates for the ZTE client. No luck still!

Please share your thoughts on what could be wrong? Have I missed any obvious thing?

Thanks to Veagles for this patch information. This upate is also included in Vista sp 1. Download it and install it. Also sownload any updates available in dell site for vista.
